As I recall, it was very recently they were sending the message of 'backing off' to then have it be simply a quarter of their force being sent elsewhere. "Ending the Surge" just means removing what THEY consider 'surplus'. They could still leave a thousand thugs, and to be real, a local swarm, that shifts to various areas will maintain the terrorizing effect, which is the entire point of their exercise.
