Did you even ask if the inmates are being tested for Covid-19? Sure, a spokeswoman said there is "no Covid" and "no tuberculosis," but that just makes me think we are definitely dealing with SARS-Cov-2 and TB. The word "refute" is also frowned upon in journalism. It is a legal term that means something was definitively disproven. This is meant to be constructive criticism, BTW. I am a former copy editor.
